NSW Minister for Roads, Maritime and Freight Melinda Pavey, has announced the launch of a digital learner driver logbook, designed to be a more current alternative to the current paper version. You'll be given a paper log book when you are issued with your learner licence. If you choose to use the paper book rather than a digital app, make sure you take care of it.
tl;dr version:
Does NSW have a L-plate learner logbook exemption scheme similar to the one QLD has?
If not, is it possible for me to get a QLD exemption and QLD license somehow as a NSW resident? (example: go live there for a short period?)
long (warning: rant) version:
I'm a overseas student and have been in Australia since I was a teenager (been 8 years now), now I'm a 23 yr old college graduate.
I don't have a family here and a small number of friends who either don't drive or have P-plates or simply too busy and too distant from me to be able to ask them to teach me for 120 hours. I can't afford 120 hours of paid lessons.
I have already done more than 10 hours with a teacher (I know the first 10 hours count as 30 hours, and shit cost me more than $500)
I have held my learner license for more than 4 years and still haven't been able to finish the 120 hours, I don't want to lie in it and the current system is just punishing a disadvantaged honest person like me and many others.
My friends in high-school drove to school with their parents and logged their hours really quickly. I didn't have that privilege.
The way it seems the only thing I can do now is to wait 2 more years until I'm 25 so the logbook is not needed anymore.
(I'm aware of small reductions in hour in exchange for doing the safe driving course)
As I'm getting older this lack of driving license and car is becoming and increasingly bigger problem, costing me job opportunities and more.

Believe me having left my country for Australia at a young age and living independently since then I'm mature and have my fair share of other life difficulties I don't need the weight of this stupid restriction on my shoulders.
Logbook Apps For Truck Drivers
In QLD you can apply for an exemption if you can demonstrate that you don't have a car 'reasonably available' and don't have a person 'reasonably available' to teach you. Doesn't NSW have something similar?
At this point I'm desperate enough that I would consider going to QLD for a short period of time if it meant I could get it sorted somehow over there.
Any help would be much appreciated.
